Where is this timely warning?

I always enjoy when the "Where is it?" question is asked at the Cycling Spokane Blog.
So, I thought I would take a shot. There may be more of these signs out there, but this one is on the South Hill placarded to an, obviously, secret and secure structure. Where is it?

An invisible electronic ray is protecting a proposition or an assumption somewhere on the South Hill. How would we know about it without the sign?

And being a north sider, I don't have a clue--twice over.

I second Hank's cluelessness. You have to tell us. There's a 24 hour rule to this game. I'm the inventor so that's the rule.

Very well, then. This little placard is affixed to the front of the Rosauers on 14th and Lincoln.

Now that you know about the invisible ray, you will certainly feel it - somewhere between the "Salty Snacks" and "Oriental/Mexican" aisles.
